About this portal

This portal publishes the procurement notices of this organisation and accepts electronic bids against them. Every notice states its submission deadline and a separate bid opening time. Bids submitted through the portal are encrypted and sealed at the moment of submission: no member of the procurement office can display a bid amount until the opening time has passed and the committee formally opens the bids. A hash taken at submission is re-checked at opening, so any alteration in between is detected. Award results, signed contracts and debarment records are published here for public scrutiny.
